The artist sent the portrait to China to have Chinese artists paint the kutzu background. It was too tedious for the artist to waste his time.

The reality is they weren't even done til May of 2020, there were Covid lockdowns, social distancing etc in place, and they weren't having events like this at the WH. More over, back in May when they were ready, Obama made clear that he didn't want to take part in any event.
