People are like seeds scattered all over the earth. God only tends to the ones that germinate, the ones that respond to warmth, light, and water and grow above the dust of the earth.

So for many there is no God, (just like many seeds that do not germinate remain under the earth and never bask in the sun), not because he does not exist but because they failed to heed the instruction given in the law and are suffering the consequence, death, which is not about crime and punishment but cause and effect.
