Verse 1 is simply and opening statement of what will be talked about in the following versus. It's just the "introduction" to the creation or organization of the universe. Then comes the discussion and how and when it was done. And, finally a conclusion of the completed universe. And, in reality, when you read chapter 2 verse 5, it's possible that God created the universe first spiritually and then physically. In other words, he drew up the plans before executing them. Or, everything we see physically were first created spiritually but of a finer material. Before the law was given the earth was flat, meaning all people were equal. When the law came into the world it created a hierarchy, a world above , and a world below, mountains and valleys, civilization and the wilderness. Fruitful trees and turnips, wild beasts and living beings. In giving the law God created judges of the law, elohim, lawyers, and doctors of the law who against the will of God lorded their power and position to lead smooth and easy lives of the backs of everyone else. Everyone alive knows how low that system has fallen.

Verse 2 is for sure. But, it's not connected with verse 1. Verse 1 is simply in a technical writing class, an opening statement. I look at verse 2 more of the idea that matter was here but unorganized. And, what were the "waters?" Water as in H2O? Light was spoken into existence on earth billions of years after the BB.
The creation of heaven and earth happened when light (The law) was spoken into existence by God dividing day and night, right and wrong, clean and unclean, good and evil, sheep and goats, the living and the dead.
The firmament (basis) of heaven is the law which stretches out high above your addled head from horizon to horizon like a crystal clear vault.
If you do not stand on the law you cannot have the life promised for compliance to it in you and will remain under the curse, the death, for setting that instruction aside.
