Well....the idea here is that Police represent something good. So when you see something like this happen, you get this sort of betrayal of trust we give to police officers.

On the flip side normal people don't have that image. So while an armed teen kills an unarmed kid is just as bad, you don't have that image of trust and authority that goes a long with being a cop.

Well thats a cultural thing more than anything. Which if you look at chicago is part of the overall problem. Since they have no real jobs or education, they go whats left. Gangs..Get those kids educations, Tell them to be good fathers if they have kids, and decent jobs, and your crime would go down.

Now i could go into a rant about how if you paid these people a decent wage and such all the things above would also happen faster, and the gang violence would drop, but people don't want to hear that honestly....
