Except the actual report, http://dataspace.princeton.edu/jspui/bitstream/88435/dsp01zs25xb933/3/603.pdf states that the median hours per week for those in alternative working arrangements are 35. So half of all alternative workers are full time (defined as 35+ hours/weeks.

And the time period is 2005 to 2015. Raise your hand if you think "Obama's Economy" started in 2005. I didn't think so.

What the Katz-Krueger study actually shows is that there has been an increase in people working for temp agencies, contracting firms, and for freelancers and independent contractors and on-call workers in 2015 as compared to 2005. There is no data for the years in between.
