We had to mobilize ground troops with massive amounts of men and machines and all the support elements needed for long term warfare. That never happened in Libya, Congress was never asked for that. It was a NATO operation with France in the lead.

So was Pearl Harbor a military attack? Did the Japanese dot all the i's and cross all the t's to make it official to your satisfaction or was it a nothing burger like when we bombed and caused the government of Libya to fall?
