A few years back I had an office in a public building and the city passed a law that allowed vagrants to stay in the buildings "common" space and we could not demand they leave. It wasn't good for my business. So, I took took two weeks and everyday I paid 15-20 vagrants a day to take the city bus and go sit in City Hall, a public building. For some reason they got very upset with me and they told me to stop. I wasn't breaking any law, so on it went and the city council changed law to they could only stay for one hour. That solved the issue.
