State troopers would pull us over all the time just for an inspection. They'd search your truck, your trailer, your paperwork, everything. Nothing we could do about it. You'd ask them why you were stopped, and they'd reply "no reason, I'm just going to do an inspection on you."
Rules of the road are totally different than the police showing up at your house without a search warrant.

And searching your house is different than searching a suspect in a street situation. However it all boils down to constitutional rights, doesn't it?
 
And it was missing from this case. There was no reasonable suspicion when they told the man to get down on the ground.

Could it be because the white guy just committed a crime and knew they were after him, but the innocent black man was just minding his business and on his way home from work.

From what I read, the police lost their mind reading abilities when they found the suspect, so they had to talk to both suspects to find out what was going on.
