No, investors move their money around based on the investment environment. There will always be tax-free bonds, real estate and even buying non-liquid forms of investment items that can be less toxic come tax time.

We want people in the stock market. That's where most of our IRA money is in. We don't need wealthy people moving money overseas where it does us no good. Keep the taxation down in the market, and it becomes an attractive investment tool.
