A "well-regulated" militia is an organized body of people under the control of the State or Union, as opposed to a non-regulated militia, which is anybody and everybody. Only a "well-regulated" under the control of the State or Union has the right to keep and bear arms. The right of the People (a collective) to keep and bear arms shall not be infringed if the collective body is under the control of the State or Union. In other words, the 2nd Amendment establishes a standing army of regulars who are armed by the State or Union. Individuals are not "the People" and do not have a right to keep and bear arms.
