That was a Federal claim at the time and one of the things that was thought to be a violation of States' rights. After secession the CSA was the federal government of SC.
Wrong the Constitution is clear the President and Congress CAN declare martial law and order troops to put down insurrection. If as you claim anyone at any time can simply declare they are no longer part of the US then there would be NO such clause as it would be meaningless.

Succession does in fact equate to insurrection under the terms of the Constitution as written.

Look, just admit that secession was NOT a clear matter prior to the Civil War. States voluntarily joined a union and kept their sovereignty under the Constitution. Before the war, it was VERY MUCH an unclear matter of law.

The argument the Union used was loosely based on the preamble stating that the States were entering a "Perpetual Union" the implication being that not only would it would last forever without needing renewal, BUT that the States surrendered the choice to leave. COMPLETE BULLSHIT. Perpetual means that it does not need to be renewed. It does NOT mean "you can't leave."
