About 18 years ago, the Israelis unilaterally withdrew from the former Egyptian Military Governorship and relinquished that territory to the Hostile population. All the while the Israelis were backing out, they were under constant attack from the hostile population. These attacks continued even as the last of the Israelis rolled out of Gaza and reentered sovereign Israeli territory.


Following the Unilateral Withdraw, indiscriminate fire from Gaza rose from 488 in 2005 to 2,427 in 2007. This precipitated the 2008/2009 retaliatory strike to suppress and neutralize the Hostile Arab Palestinian (HoAP) violations of Customary Law Rules in Chapters 2 and 3 → Customary Law Rules 22 23 and 24 of Chapter 6. Precautions against the Effects of Attacks. These Rules are part of the International Humanitarian Law (IHL) Database maintained by The International Committee of the Red Cross (ICRC). Since the Unilateral Withdraw of 2005, Gaza terrorists have fired 22,570 rockets at Israel.

Israel did not withdraw from Gaza. It maintains "effective control" over 80% of the area and that's not leaving.
