Russian attack submarine sailed in Gulf of Mexico undetected for weeks, U.S. officials say

A Russian nuclear-powered attack submarine armed with long-range cruise missiles operated undetected in the Gulf of Mexico for several weeks and its travel in strategic U.S. waters was only confirmed after it left the region, the Washington Free Beacon has learned.

It is only the second time since 2009 that a Russian attack submarine has patrolled so close to U.S. shores.

The stealth underwater incursion in the Gulf took place at the same time Russian strategic bombers made incursions into restricted U.S. airspace near Alaska and California in June and July, and highlights a growing military assertiveness by Moscow.

The submarine patrol also exposed what U.S. officials said were deficiencies in U.S. anti-submarine warfare capabilities—forces that are facing cuts under the Obama administration’s plan to reduce defense spending by $487 billion over the next 10 years.

The Navy is in charge of detecting submarines, especially those that sail near U.S. nuclear missile submarines, and uses undersea sensors and satellites to locate and track them.

The fact that the Akula was not detected in the Gulf is cause for concern, U.S. officials said.

The officials who are familiar with reports of the submarine patrol in the Gulf of Mexico said the vessel was a nuclear-powered Akula-class attack submarine, one of Russia’s quietest submarines.

A Navy spokeswoman declined to comment.

Five Chinese navy ships have been spotted in the Bering Sea, off the Alaska coast, coinciding with President Obama’s visit to the state, a senior defense official confirmed to Fox News.

Navy Commander Bill Urban, a Pentagon spokesman, said Wednesday the sighting marked the first time ships from the People's Liberation Army Navy were seen in the Bering Sea.

"We respect the freedom of all nations to operate military vessels in international waters in accordance with international law," Urban said.

There are three surface warfare ships, one amphibious assault ship and one supply vessel. The Wall Street Journal was first to report the sighting.

White House spokesman Josh Earnest told reporters on Wednesday that the Defense Department "positively identified a number of Chinese naval vessels in that region, but based on their analysis, they have not detected any sort of threat or threatening activities."

What Robert Kaplan so smartly dubbed “Asia’s Cauldron”— the South China Sea— might be set to boil once again. But the real kicker is who might be turning the switch to “high” on that virtual stove: none other than Russian President Vladimir Putin.

Events thousands of miles away in Ukraine could set off a chain reaction that could see China become the undisputed ruler of this large body of water thanks to a large infusion of Russian weapons and technology— if the West starts arming Ukraine.

But before we get to all the juicy details of how China could become “master and commander” of the South China Sea thanks to Russian assistance, lets take a much needed survey of the latest drama show in this troubled body of water. Tensions are rising in the Asia-Pacific as China continues to change facts on the ground (“in the water” might be a better term), continuing work on several massive island reclamation projects that many analysts feel will create much larger islands housing airfields, ports, radar stations and maybe even anti-ship missile batteries. The motivation is quite obvious— Beijing would likely become the sovereign master of the South China Sea if these islands were used for the natural purpose of claiming sovereignty. Nothing says “indisputable sovereignty” by doing the things a sovereign does, like patrolling your supposed territory and enforcing your laws in that territory. Bases in the South China Sea could make that all too infamous nine or ten-dash line more than just big marks on a map somewhere in Beijing. They could make it a reality.

New South China Bases + A2/AD = A Nightmare for America and Its Allies

When it comes to Chinese military capabilities, much has been made over the last several years of the PRC’s growing ability to deny a technological advanced adversary (think the United States and/or Japan) the capability to intervene in various possible engagements near its borders (Taiwan and/or the East and South China Seas). Over the next several years, such capabilities are likely to evolve and improve thanks to technological innovations. Combining likely Chinese technological advances like longer range and more accurate cruise missiles, plus new bases in reclaimed islands in the South China Sea, is nothing short of a nightmare for U.S. and allied planners who are doing all they can to ensure access to vital parts of the Asia-Pacific.

Dubbed A2/AD by most Western military specialists, the PRC is slowly creating the conditions in which U.S., Japanese or other allied forces would suffer heavy losses if a conflict ever occurred in the out to the first island chain, and in the future, all the way to the second island chain. Across multiple domains of possible engagement (land, sea, air, cyber and space), Chinese forces have pursued a robust program to develop a set of unique weapon systems that take advantage of specific weaknesses in perceived U.S. and allied capabilities.

China is ready to start negotiations with the Philippines on South China Sea-related issues if Manila ignores an arbitration ruling expected next week on their long-running territorial dispute, the official China Daily reported on Monday.

The Philippines brought the case to the Permanent Court of Arbitration in the Hague and a ruling is expected on July 12. The case contests China's claims to the bulk of the South China Sea, a body of water through which $5 trillion in ship-borne trade passes every year. China has said it plans to ignore the Court's ruling which would represent a snub of the international legal order.

The Philippines, Vietnam, Malaysia, Taiwan and Brunei have overlapping claims with China in the area. Beijing has rejected the arbitration case, claiming the court has no jurisdiction and saying it wants to solve the issue bilaterally. In recent weeks it has ramped up its propaganda campaign downplaying the outcome of the case.

China also plans to hold military drills around the disputed Paracel Islands in the South China Sea from July 5-11, which Vietnam has oppose, state-run Vietnam Television quoted foreign ministry spokesman Le Hai Binh as saying on Monday.

Satellite photos have revealed that China is building islands in disputed waters as part of an apparent strategic land grab, according to New York Times reports. The images show that Woody Island, occupied by China since 1956, is undergoing a major expansion of its runway and airport facilities while China is building islands around Mischief Reef in the South China Sea, an area that Vietnam, the Philippines, China, and Taiwan all claim ownership to. China's Defence Ministry has said it is looking into reports one of its navy ships sailed close to disputed islands in the East China Sea, adding its navy had every right to operate in Chinese waters.

The Japanese Government said a Chinese naval ship sailed into waters surrounding the islands for the first time, prompting Tokyo to summon the Chinese ambassador in the middle of the night.

Russian naval ships were also seen in the area around the same time, according to local media.

"Around 00:50am (local time), a Chinese naval vessel entered our nation's contiguous waters surrounding the Senkaku Islands," the Japanese Foreign Ministry said in a statement.

A Chinese Defence Ministry statement said: "Chinese naval ships sailing through waters our country has jurisdiction over is reasonable and legal.

"No other country has the right to make thoughtless remarks about this."

Japan administers the uninhabited isles under the name of Senkaku, while China also claims them and calls them the Diaoyu islands.

Relations between Japan and China deteriorated in 2012 when Tokyo nationalised some of the islands. Since then, the two largest Asian economies have taken gradual steps to mend fences, but relations remain tense.

"The fact that [China] sent a naval ship to the … waters of our Senkaku Islands for the first time is an act that unilaterally increases tension and our nation is gravely concerned," Chief Cabinet Secretary Yoshihide Suga told a regular briefing on Thursday.

U.S. Defense Secretary Ash Carter on Tuesday warned China against "aggressive" actions in the South China Sea region, including the placement of surface-to-air missiles on a disputed island.

"China must not pursue militarization in the South China Sea," Carter said in a wide-ranging speech at the Commonwealth Club in San Francisco. "Specific actions will have specific consequences."

Asked what the consequences could be, Carter told reporters the U.S. military was already increasing deployments to the Asia-Pacific region and would spend $425 million through 2020 to pay for more exercises and training with countries in the region that were unnerved by China's actions.

He said China's behavior had fueled trilateral agreements that would have been "unthinkable" even a few years ago.

The United States has carried out several freedom of navigation exercises in the South China Sea recent months, sailing near disputed islands to underscore its rights to navigate the seas. U.S. Navy officials say they plan to conduct more and increasingly complex exercises in the future.

China's attempts to claim a nearly 1.4-million-square-mile swathe of open ocean are without precedent and probably without legal merit, but Beijing continues to assert its right to the economically critical zone — and increasingly puts its claims in military terms.


Speaking to a small group of reporters in Beijing on Thursday, a high-ranking Chinese official made his warning clear: The United States should not provoke China in the South China Sea without expecting retaliation.

"The Chinese people do not want to have war, so we will be opposed to [the] U.S. if it stirs up any conflict," said Liu Zhenmin, vice minister of the Ministry of Foreign Affairs. "Of course, if the Korean War or Vietnam War are replayed, then we will have to defend ourselves."

The so-called "nine-dash line" that China has drawn over most of the South China Sea — a gargantuan territorial claim that stretches about 1,200 miles from its shores — would give Beijing control over a zone that's estimated to handle about half of global merchant shipping, a third of the planet's oil shipping, two-thirds of global liquid natural gas shipments, and more than a 10th of Earth's fish catch. The Obama administration, backed by several Asian governments and entities such as the Brookings Institution, argues that such massive ocean claims at great distance from land are "inconsistent with international law."
 
Report: China to Send Nuclear-Armed Submarine into Pacific - Breitbart

Reporter Julian Border cites Chinese military officials as saying that Beijing has made the decision to send nuclear missile-laden submarines into the Pacific. It would be the first such deployment of nuclear weapons. Border notes that his sources did not specify a timeframe in which the submarines would take to the seas.

The objective of such a deployment, he suggests, is to allow the Chinese military to execute a nuclear strike much more quickly. “Warheads and missiles would be put together and handed over to the navy, allowing a nuclear weapon to be launched much faster if such a decision was taken,” Borger writes.
