Actually Cuomo did start that in NY. It's optional of course......for now. But what the app does is alert you when somebody with Covid is nearby. It doesn't tell you who it is or what direction they're in, but the alarm goes of when you're near them.

Never had any laws or restrictions on going out. Their society is back to normal. People eating at the same restaurants, no plastic panels between the tables or booths. People standing in line next to each other. It was just like it was this time last year.

The problem is we don't know what would and wouldn't work. This is all new to us and experimenting is the only way to learn new techniques to fight it. With a little luck and a lot of work, our society can be back to normal in less than six months. Who knows?
