No, you don't understand. People have been saying illegal for so long in reference to immigrants that they actually believe it. It wasn't correct to begin with, look up the US immigration laws. Immigrants are classified as documented or undocumented. Our immigration laws are in accordance with international immigration laws which protect the nation and immigrants. You have to have it both ways otherwise you're some kind of fascist state you're not a Democratic or Free Nation.

Well, if someone is an overstayer, for example, they're here illegally, so there are illegal immigrants. They can have expired documents and be here illegally, or no documents and be here illegally. The burden of proof would then be on the immigrant to prove they have a legal basis to remain in the country.

The Biden policy doesn't really change much other than making it harder to get green cards if they've become a "public charge" under the law. They, and those who sponsored them, could still actually be held liable for public charge under the law; it's just a matter of enforcement policy. This really comes into play only in Medicaid and only in a handful of states where state laws allow immigrants within the 5 year period of their entry to apply for federal/state benefits. Medicare and SS? Still gotta wait 5 years. That's the law.
