Looks like government is the one who believes one race is better than another. The Constitution of the Federal government and state constitutions don't use race as a tool of effective government. Why does government need to know the skin color of citizens to govern effectively?

Of course it is racist. Identifying people by race and/or ethnicity, is patently racist, and serves no other purpose than grouping people by race and/or ethnicity for differential social, political, or economic, treatment. Differential treatment based on race or ethnic background is racism.
