I'd venture a safe bet that GOPers in congress are actually manipulating Trump to get what they've been long salivating for....Tax cuts AND severe cuts in Medicare, Medicaid and Social Security.
As Trump himself has asserted, he'll sign anything that a conservative congress puts in front of his desk......basically, the useful fool for smarter but crooked politicians like McConnell and Ryan.
If next November voters finally wake up to this sham, expect republicans in congress to finally grow a spine and admit that the fucking "emperor does NOT have any clothes on..."
