Actually it's pretty much standard practice with RICO cases, a process that Rudy Gulliani was very good at in New York as a prosecutor.

Use RICO charges to cast a wide net, then get the little fish to flip on the big fish.

RICO is actually working out quite well.

Willis already has 4 Flips, and - IIRC - has about 6 more offers out on the table to other defendants.
