NARA says that every scrap of paper the president touched in his "official" capacity as president, that has any historical use is to be turned over the the National Archives once the president leaves office. That includes all classified and non-classified presidential records.

The only thing the president gets to take with him, are those personal records, he separated and stored separately from the presidential records while still in office.

The grand jury filters out concocted crimes. A jury on votes to indict when there is sufficient evidence presented. The ensuing trial has an even higher level of proof of crimes required.

And the Maidan coup involvement was mostly from the EU, and the US acted in unison with the EU. It was John Mccain involved with that, not Biden.

IN case you have to buy a clue. Any crimes Hunter committed were investigated by the Trump administration, and Trump attorney general, and Trump US attorney.

There would be absolutely no source of authority for that sort of law.
ALL that NARA actually says is that the US people have a right to accountability and transparency, if possible.
The vast majority of all the classified docs that get to any president, are weekly cabinet meeting updates from the CIA, Pentagon, FBI, etc., and are of ZERO value or interest to NARA of PRA.
NARA and PRA only have jurisdiction or interest over original acts BY presidents, not copies of things by other organizations.
Obviously presidents have personal privacy rights and also have a right to copies of all classified docs they want. NARA and PRA getting copies doe NOT at all in any way preclude presidents retaining their own personal copies, in any way.
Clearly SOME presidential records are NEVER released to the public, and it is presidents who get to decide.

Grand juries are notoriously a rubber stamp because they hear no opposing arguments.
The ONLY real purpose of a grand jury is to prevent the prosecutor from being sued.
The reality is that all grand juries are inherently illegal.
