In order for any president to conduct diplomacy, they have to be able to share classified information.
So a president does not have to officially declassify anything "on the record", to be able to do anything at all he wants with the information.
He is the ultimate authority on whether or not it is dangerous for anything to be divulges to anybody.
Classification rules simply do not apply to presidents or any high ranking members of government, like cabinet members.

It's not classified when he took it. Since he had no need to write it down, document it, log it, when he declassified something, he had the right to declassify anything he wanted - and no one can second guess him now if he said he did it before he left office. It's his word against no one because there's no one who has the authority to review his decision to declassify anything.

The EO which defines handling of classified material specifies who can classify and declassify documents, and what they have to do, ie markings, to those documents in order to classify or declassify them.

Even the president has to by formal declaration and markings on the documents, change their classification status.
