No, Congress can do it via Chairman of the House Ways and Means Committee, the Chairman of the Joint Committee on Taxation or the Senate Finance Committee requesting them for examination, at which point they could share them with their colleagues in Congress effectively making them public (since Congress Critters can talk about the contents all they want in public). They don't need Trump's approval to do it but the chances of the Republican Controlled Congress doing so is effectively zero (unless something comes out regarding the returns that is seriously scandalous).
