But why not try a compromise solution... Find a spot in the world(Say Namibia(very unpopulated), West Africa), buy land, build houses and invest in businesses. Allow them to trade with the first world and build communities...
When fighting finished they can go home or stay rule reverts back to country...

So America & Europe get a relatively cheap solution...
