Because two were already implicated in the plot. McCarthy choose them on purpose because he knew they were unacceptable. He choose not to pick anyone else to propagate the narrative that the commission was unfair. That is all on him. The independent commission would not have had any sitting members of Congress and would have had a 50/50 split with both sides having subpoena power.
