b. novice

2) the illegally armed
a. the law abiding citizen carrying without a necessary permit ( in some states)
b. the criminal who cannot buy, own or carry a gun.

Not all states require you to notify a LEO you encounter that you're armed, but I've found that it's generally considered a courtesy to do so. Then there are others who would never reveal their armed status.

These days I suspect our law enforcment officers have instant access to that information. I recently read that the Maryland State Patrol uses licence plate scanners that allows them to tell if the registered owner has a concealed carry permit. The one thing I wasn't clear on though is if they are restricted to Maryland only or if encompasses other states as well.
