What legal standing does Barr have to NOT release Mueller's report to Congress?

There is, as far as the SC regulation goes, no requirement that the report by the SC be published, in whatever form, by the AG. There just is not. Without any such kind of legal obligation, the AG is legally free to proceed as he wishes.
 
Did Barr say that the report is not going to be be released (with the appropriate caveat to members of Congress that names and methods of classified investigations NOT be revealed to the general public)? It's my understanding that the plan is to release the report in weeks (not months) so that report can be redacted.
He should release it in October 2020.

There is no law regarding it's release.
There's nothing stopping it from being released in it's entirety.

In a few weeks, Barr will release the report, and until then the country will be doused with "Mueller found nothing" messaging. A few thousand will actually read it from beginning to end, and the rest will follow whatever herd they had already chosen. So?

The House will get the report anyway. The only question will be whether or not Mueller had packed enough punch and further leads into the report to support - really, require - impeachment proceedings, while withholding judgment in order to avoid having to recommend an indictment that won't come anyway.
