What it really was and turned out to be the basis of the fannie/fredie mortgage default swap debacle that put us in an 8 year depression thanks to Jimmy Peanut's CRA in '77. It wasn't about "racism"...it was about no credit or bad credit minorities getting loans they'd likely default on....and they did.
