A "replace" is not necessaily a 100% replace. Just like defunding the police is nit necessarily 100% defunding. In New York City, the New York Times and New York Post both have said the mayor (Bill DeBlasio) defunded the police , and they still say it now. He didn't defund the NYPD totally. He did defund it partially. Get it ?
