Then why does God allow so many of "his children" on earth to exist all of their short lives in such squalor, and poverty, and misery that it would have been MUCH more merciful to have not even been born?

All those verses do, is communicate that God is an all-powerful, all-knowing God. Just like many other verses of Scripture in the Bible.
