That "spy" ship is not unusual either. In 1982, I flew on a mission in a P-3C Orion to locate such a spy ship monitoring a space shuttle launch. The AGI's (as they are called) were routinely doing the Key West, Jacksonville/King's Bay, Charleston, Norfolk, New London, Newport circuit for as far back as I can remember.

As long as they stay in international waters, there is not a damn thing that we can do about it, just like the times we skirted Russia's 12 mile limits along their coasts.
