People who are not poor enough for Medicare but not rich enough to afford health insurance would have to rely on emergency rooms. What harm did it do? If there were no uninsured then there should have been no takers. The fact that it pushed the number of uninsured down showed that the above was not entirely true. Also the ACA did many things such as protecting people with pre-existing conditions. Protecting seniors from massive premiums.
