Well, no shit the US military must have a unit designed to deliver it's mail. Neither rain , nor sleet, nor slow will deter the USPS , but a war sure will.
However,
MPSA is required to adhere to United States Postal Service (USPS) rules, federal laws, and various international laws and agreements for movement of military mail into over 85 countries.

No one would follow an order to delay the mail. THat would be an illegal order.
