They used Unanimous Consent because they didn't have time for the full process and wanted to expedite the $2000 payments as quickly as possible. Don't blame Democrats because the GOP shot it down and now we have to wait until after Christmas and the Democrats will resubmit.

At this point it is almost up to trump. He never vetoed the bill passed by congress and the 116th congress ends January 3rd and without veto there is nothing to override. 10 days from December 21, the day it passed takes it up to December 31. 10 days if congress not in session makes a pocket veto and any bill if still not settled before 116th congress ends, starts all over in the House of Representatives. If I have this wrong or not properly understood, please let me know.
I's not almost up to Trump. It's entirely in his court. Congress is in recess and it will not meet again till Jan 6th. Of course there could be an emergency session called but that would not happen unless the leadership knew that they had legislation that was likely to pass.
They can call emergency session and override the veto already on NDAA (National Defense Authorization Act, already vetoed that funds military), but they would just about have to stay there until after the 31st if they want Omnibus and Relief to go into effect, as without a veto, there is nothing to override, and they have to be in session for it to automatically pass into law without president's signature and that is just with the existing $600. I would not trust him that what he really wants is $2000 to everybody and if they passed that, he can easily let it sit without signing until after the 116th congress ends on Jan 3rd and cause maximum confusion and maximum pain by making the 117th congress start all over, and guaranteeing government shut down on his way out the door until the Next president comes into office as the 116th congress does not have 10 days left.

They had best hope trump vetoes, so they can override with the original $600. If the 116th Congress passes another bill, he can let it sit for 10 days, the 116th congress will end and then they will have to start all over in the House with the omnibus and the relief and probably wait for presidential until Biden comes into office on the 20th.
