Judge Robart's TRO does not apply to the entire executive order. It only applies to sections 3(c), 5(a), 5(b), 5(c), and 5(e). The TRO ends the pauses on both the refugee resettlement program and visas from the seven countries and also impacts the executive order's prioritization of religious minorities through the refugee program.

The TRO does not impact Pres. Trump's cap of 50,000 on the refugee resettlement program for this year, nor does it impact the order's call for the expedited implementation of the biometric entry/exit system.

Well...that's a really interesting pin. so...does that mean that when no foreign immigrant from any of the countries in question kills anyone - like no foreign immigrant from any of those countries has done in the last 10 years - that we don't have to give Trump any credit for "keeping us safe"?

Also, when a foreign immigrant from...say..Saudi Arabia... murders large numbers of people, how are Trump's hands clean, since Saudi Arabia wasn't on his little ban list to begin with? So basically, from my quick read, the court based their ruling on traveling students education being effected.

I saw no mention in the paperwork, but didn't the EO have a section allowing for "special circumstances" - the same one that quickly released the folks who'd been in-air that night? Simply extra vetting which would, one would think, account for the allegedly impinged students. I'll look into it a bit later...
