The only thing that has happened is that a plan 16 years overdue has finally been completed. The function is nothing more than the cataloging of internet addresses, making sure that "www.usmessageboard.com" in your address bar goes to the correct place on the internet. The plan since 1998 was to turn this over to ICANN, and it was supposed to be done by 2000. The US Commerce Department has only had oversight of IANA, doing nothing more than making sure that they were able to handle the task in an organized manner. The only thing that held up the transfer to ICANN was their implementation of a diverse stakeholder oversight methodology, and years of laziness in the US government to finish the job.

IANA without a doubt performs one of the most amazingly boring functions in the entire world. Their acronym actually stands for Internet Assigned Numbers Authority. Oh dear god, they're assigning numbers! It actually makes being an accountant look exciting by comparison.
