Mueller did not clear Trump and his campaign in his report. Barr gave a conflicted and confusing summery and that is why Congress wants to review it independently of what many of them think was a distorted analysis by Barr.

Congress has a Constitutional duty and obligation to oversee the Executive Branch.

It wasn't Mueller's job to "clear" Trump. As a prosecutor, all he was supposed to do was declare that there either was enough evidence to constitute criminality or there wasn't. Saying there is not enough to prosecute is the same as clearing.

He makes two important points, that the definition of obstruction Mueller seems to be using has no precedent and there is no case law to support it, and that if Mueller was never investigating a crime, then there can be no obstruction. Read it - you don't have to look up every law or court decision Barr cites to understand his argument - and then maybe you will be able to post an intelligent comment on this subject.
