Turning water in to wine is a metaphor.

It was at a wedding during a time of brutal roman oppression. Not much to look forward to, not much to celebrate. Joyful conversation went dry is what is meant by the wine ran out. Jesus turning water into wine was him taking the bitter water of daily life, which was all that was left to talk about, and turning it into an intoxicating and joyful drink through the revelation that he brought that changed their perceptions and lifted their spirits.

When his mother asked him to do something about it when the wine ran out and the talk became depressing she was prodding him to speak about the new ideas that he was beginning to share.
