If you can show me where he said that fine but other wise I heard "Black unemployment is at it's lowest rate in history" and when he said it, it was not.

The numbers are seasonally adjusted to account for normal seasonal changes. Non-farm payroll jobs fell by over 3 million, but because they always drop in January, the change excluding the seasonal spike is +200,000
