A Continuing Resolution Preserves A Negotiating Status Quo, UnAmended

In normal times--maybe during the Great Depression, or something--The House creates twelve Apprpropriations Bills. That is normal, "Piecemeal Funding." It is widely known and conceded that everyone knows what is being done.

When there is widespread disagreement over what should be done, or even misunderstanding about what is being funded, then a "Continuing Resolution" agrees to a status quo, while disagreements get resolved, or everyone finally figures what is being spent. Attaching amendments to the status quo, rejecting the status quo funding: Then the proposing party has already refused to negotiate one or more points. Even the status quo is considered not to exist, and is off the table! The GOP is alleged to have broken deals about the "Continuing Resolution."

The GOP has presented the refusal to negotiate as their version of a "negotiation method," the use of the Continuing Resolution device, with amendments, and piecemeals. The Amendments and Piecemeals are not appropriations. The piecemeals are a further signal to all of the world that all negotiatons are off the table.

The Tea Party agenda of refusing to fund sevices for the military is already on-going at the bases. That is how "brilliant" their Ted Cruz and Rep. Cantor, really are. Their intent was to harass the military in uniforms, and there anyone sees that it works for them!

What is a Continuing Resolution?

Many may have noted the behavior of House Speaker Boehner at an early morning Friday press briefing. Here you have a fellow, throwing around newspapers, and cursing at the press corps. Here no one sees an empty chair. Here anyone sees a raving lunatic.

Negotiation is probably not too likely, ever again!
