The FBI was never involved in the Seth Rich Investigation. The Washington Police Department examined Seth's computer and found NO EVIDENCE OF ANY SUCH DOWNLOADS, and no evidence that his death was anything but a botched robbery.
The DNC operated from the Cloud. Russian hackers used pfishing techniques to get DNC passwords, and then logged in overnight while the offices were closed and no one would notice them. The first downloads were made on the very day that Trumpy Bear said "Russia, if you're listening".
Seth Rich was a contractor who was working on a apps for the campaign. He had no access to the emails.
