The only way Trump won was to pull white non-public union type workers, and their families. These people may bend socially right, but they line up better with old school democratic principles, except for the whole uncontrolled immigration thing.

It's harder to do that at the local level, because 1, some of them run without real opposition, and 2) the lure of seniority and the goodies it allows you to give out makes it hard to bounce an incumbent.

Obama's 2012 victory was in some part due to incumbency. Hell, I doubt Trump would have beat Hillary had this been a mid-term election and not a open election, regardless of her theoretical track record of 4 years.

Open elections are the true show of moods in the country.
