Most people are smart enough to know that you only drill where you have a reasonable expectation there is oil under the ground. Even exploratory holes are expensive.

As far as production, 2022 was about 3.5% less than 2019, but more than 2018 and 2017.

At the current rate we will surpass 2019 sometime this year, if the oil companies do not cut back due to demand dropping
Then I would argue production is down at least 3.5% unless there was some indicator that production was going to decrease without the pandemic and economic shutdown happening.

We shouldnt see a decrease in demand with summer coming. If we do that wouldn’t be a good sign.

Both active wells and amount produced was dropping off in late 2019 even before COVID.

Rig count peaked in Dec of 18 and was dropping long before anyone heard of COVID

Pretty sure you need the permit to even start the exploration phase of oil production. I could be wrong though.
There are land use permits needed to do seismic surveys but they are different than for drilling. Sometime there is already seismic data on a site and they can just buy that......

Since the 2008 campaign where "drill baby drill" was the theme of both candidates, oil production has increased nearly three fold from the low production mark of 2005. 10 years under Democrat presidents and 4 years under a Republican president.
