I tend to think Bloomberg would hurt whichever party's candidate is perceived to be moved further from the middle. So, I think he'd hurt Sanders by giving an option to moderate Democrats. On the other side Trump or Cruz would be hurt as moderate and establishment type Republican voters would have a their desperately needed escape.
