They no longer follow Federal Law.

By that logic all 50 states have. State law often conflicts with Federal. When it does, Federal law is supposed to take precedence. But usually Federal law is left inactive except on Federal property.

Example: Federal age of consent to have sex is 16, yet most states have ages of 15, 17, or 18.
