You can greatly increase the taxes on the profits made by American companies in China.

The US has no tax incentives for businesses to move overseas. That's a liberal made-up urban legend. The US allows moving expenses to be deducted. But it doesn't matter if you're moving from Chicago to LA, or from Pittsburg to Brazil.
