Technically, if you have higher taxes in this country than you do in a foreign country (as was the case during the Obama years) then it could be considered a tax incentive.

The US has no tax incentives for businesses to move overseas. That's a liberal made-up urban legend. The US allows moving expenses to be deducted. But it doesn't matter if you're moving from Chicago to LA, or from Pittsburg to Brazil.
