Savy that?Democracy is not so much a system of government but an ideal that a government must respect for a country to be free. The People have a right to participate in government and every expectation that their government will be responsive to their collective will. These days American democracy has an enemy that all too often calls it "marxism" or "socialsm" to hide their authoritarian intentions. They cannot be allowed to define our most sacred core value as an evil leftist plot.

Democracy is a tool, a way to make decisions when conformity is required. It does NOT represent the collective will of the people. It represents the will of the majority, and imposes it on everyone else.
Sure, if each state had a Referendum and the vote was as you suggested. The problem is, a Referendum has no legal weight, it does not have the power to legislate.
In fact the Referendum is advisory, and an example of direct democracy without the authority to become mob rule.
The Initiative is an example of Direct Democracy, wherein the people can create a law in the State's Constitution. However, it can be reviewed by the States' Supreme Court and invalidated.
