If they do its because the state courts undid the gerrymandering that the elected reps setup. I'm not sure if gerrymandering is legal or not, or to what degree. Its done all over, so why are some states' districts subject to State Supreme Court demands??

Only the ones in the South and a few big cities. The Democrats enjoy many many race based districts which are drawn so that only blacks can be elected. When hurricanes wiped out Louisiana's population the courts ordered that white areas be consolidated and the districts redrawn to give blacks an extra seat. There is some rule or law or principle that blacks can only be represented by blacks.
