Why didn't intelligence evolve in fish or reptiles? They've been around longer than we have and must have had plenty of opportunities.

Tetrapods. It turns out that 4 limbs is the most logical way for moving on land. Just as having two eyes, two ears, two nostrils, two sinus cavities and two lungs is logical for redundancy.

Really? Another evidence-free assertion. You know of course that the first land animal was most likely a millipede, but in your defense they are not known for their logic.

It is obvious because it is self evident. No one is building a technological society under water. The environment is too challenging and not conducive to creating beings that know and create. Do you see many sea creatures with appendages that can grasp a tool or develop spatial awareness? How about the caloric requirements of brains? How will that be met without cooking food which effectively serves as pre-digestion so that enough calories can be taken in to power a brain. You probably don't even know that over a third of the calories you take in go to power your brain.

Actually it's due to the need of redundancy. It wasn't an accident. It wasn't a random development. It's logical and serves a purpose. Redundancy of critical functions is a functional advantage.

There is plenty of random events that came together. Climate change, meteor strikes, volcanic eruptions, etc.

It's amazing that you literally live in a technological society built by beings that know and create and can't recognize it. Which probably explains why you believe it is possible for a technological society arising under the sea.

that are LITERATE do not EVOLVE into
illiterate societies
What if you have a society that is literate, and you keep importing millions and millions of illiterates into it. Depending on the numbers, you will eventually end up with a large segment of that society that can barely read.
