Exactly. If the prosecutor does not find enough evidence to prosecute, the target of the investigation, by default, is exonerated (automatically). And the burden of proof does not even come close to being met. You must be found guilty IN A COURT OF LAW. If there's not enough evidence to bring charges, there sure as shit isn't enough evidence to convict. The Mueller report DOES exonerate the President, even if Mueller can't bring himself to say it.
