US legislation prohibits false testimony and calls it perjury.

But false testimony happens every day, in high courts in the news as well as everywhere.

The most common reason for false testimony is stress. The witness is stressed, so points the blame to the next low hanging fruit that he can think of, a coworker or friend.

Why does theUS justice system ignore the stress? Even the Soviets considered it and used it to their advantage in many false convictions. Does the US justice system want to go like the Soviet one did?
