Why?

The harbor will not be blocked/closed for a time frame measured in years, that's how long it may take to redesign and rebuild.

It will take a much shorter amount of time to get lift crane barges in place to clear the debris and open the shipping channel back up. Probably a time frame measured days to get the barges in place, and 2-4 weeks to clear a channel. Once the debris is removed the port is open for business.

A true can-do nation would get the area affected cleared quickly. Real quick. Get the cargo moving while planning for the rebuild. We used to be that.
 
The desperation of some posters to immediately turn everything to their personal little pet positions is stupefying. The absolute refusal to wait even five minutes for some kind of factual information to emerge condemns every event to a repetition and regurgitation of the exactly the same things as the previous event. The few who exemplify thought or reason are denigrated and intentionally misunderstood. It makes observing it all perhaps humorous, but certainly dissuades participation.

An opening will doubtlessly be prepared rapidly, perhaps in a matter of weeks or even less. Clearing debris enough for ships to pass is not all that complicated.

Even if parts of that ride can be widened to three lanes each direction without using the extra lanes for future considerations should be on the table. If the highway approaches and the rest of the bridge can be widened while they can with no traffic, do it if the highways can be widened if they are not three lanes for several miles and more on each side if they are not already.
 
They can find less crowded areas, and dredges can help with the deep water. Population grew around ports, due to everything having to be moved by water or wagons. That isn't the case today. Most imports merely need truck and rail connections. Old cities aren't viable any more, most are gutted out centers. Baltimore was right for a different era.

Real infrastructure building would avoid wasting money on places like Baltimore and Long Beach like the plague.

As pilots we're taught to line up on the runway well ahead of landing. Perhaps if the cargo ship had lined up on the center channel well ahead it might have coasted right through without hitting anything when it lost power. Just an afterthought.
